Julie Hudman

Managing Partner, Vikasa Health

Dr. Julie Hudman is a health care executive who focuses on creating and nurturing thriving, healthy communities. Her three decades of local, state, international, non-profit and academic experience spans across health care finance, creative problem-solving, team building and communications. Julie has been a health care provider for vulnerable populations, an administrator of the Medicaid health coverage program, and a researcher and professor of health care finance and policy, public health and health economics. Her blend of experiences arm her with a deeper understanding of the social determinants of health, skills to administer health and insurance programs to address these disparities, and coverage and services finance knowledge to improve health outcomes for vulnerable populations.

Julie is currently Managing Partner at Vikasa Health where her mission is to evaluate and accelerate the utilization of cost-effective processes, technologies, and data to reduce social inequalities and improve health outcomes. Julie specializes in addressing the role of social determinants of health for communities – using technology and analysis that considers where individuals are born, live, work and play as much as it does whether and how often they see a health care provider to achieve the goal of healthier communities.

Prior to her current role, Julie served as CEO at the Saban Community Clinic, a federally qualified health center that provides comprehensive primary and preventive health and social services to thousands of low-income patients in Los Angeles, CA. While living in Mumbai, India for three years, Julie advised the Gates Foundation and Reliance Foundation on maternal and child health issues and was also a Visiting Professor and member of the Board at St. Xavier’s College. Earlier Julie served in the Cabinet of Washington, DC Mayor Adrian Fenty as Director of the Department of Health Care Finance, where she administered the District’s $2 billion Medicaid Program. She began her health policy career working at the state level in Oklahoma, Massachusetts, and Rhode Island. Julie has also served at the Henry J. Kaiser Family Foundation where as Associate Director of The Kaiser Commission on Medicaid and the Uninsured, and conducted research at George Washington University’s Center for Health Policy Research.

Julie is a graduate of the University of Oklahoma, has a Masters Degree in Public Policy from Georgetown University, and a Ph.D. from Johns Hopkins Bloomberg School of Public Health.
